If there is no category for something, it is usually a good hint that Google does not want that (kind of) item on the map. That being said, if the dam is interesting from other point(s) of view (say it is visited by tourists for some reason regularly because it is a scenic spot and everyone wants to take selfies there), you can add it as a "Tourist attraction" for instance. But be careful not to use such generic categories as an umbrella for places that in fact should not even be on the map.
On the other hand, there is indeed a lack of proper categories for a bunch of - theoretically - mappable things but usually a broader category may be applied.
Say there is no "Soy sauce shop" but you can add simply "Shop".
