Ok, so basically here is the summary. Because it was more than a month with just the city count being stuck (while any other would update as usual), I contacted google support and got a response about clearing the cache, updating the app or trying to review again to see if the counts were finnaly being updated. These approaches did not work for me. Then they also suggested sending a message through the the app feedback tool explaining the issue, which I did. At the same time @ErmesT escalated the case. After this, the next day, the counts were updated in my account. So, after all I do not know exactly which one of the things above caused the solution, but it is solved now.

It seems after all that what @AbdullahAM posted and we thought was the solution (just wait because it is a known issue) was not. Hence, @ErmesT, @TravellerG and @AbdullahAM, if it is ok with the three of you, to clarify this topic for readers, I am going to mark the summary I posted above as the solution to the issue.

@Gazi_BD thanks for the input. I shared those options in the post, tried all of them and did not work. It seemed to be solved but a few days ago my review-type counts, but not the total counts, kind of reverted and the number decreased suddenly around 10% not only for cities but for most types. Not sure what is going on, but the review type counts are broken and not working fine for sure, at least for me.
