If you’ve added a photo from Google Photos to Maps then once that photo has been added to Maps that photo is stored in a separate Maps image database and from that point on the nexus between that photo and Google Photos is lost. In fact, if you edit the photo in Google Photos it ha no impact on the copy of that photo already on Google Maps and you could even delete the photo in Google Photos and it would still appear in Google Maps. This being the case, if you wish to edit the photo in Maps then you would have to delete the current Maps photo, edit the original one in Google Photos and add the edited photo to Maps.
As @Rohan10 has mentioned, it is best to post questions like this in the How-tos section of Connect as others can contribute to the solution as well as learn from it. For these reasons I will have our post moved there.
Would you be able to test if this issue is also there when using your old phone. This will help us understand if the issue is linked/isolated to your new device.

I’ve been having this problem for over a year. I was able to edit images before uploading them on my Samsung s7, but have never been able to edit them on my Samsung s21. It is very annoying and I’ve hardly added any reviews since this has occurred.
It doesn’t look like this problem will ever be fixed.
I’m having the same problems with a Samsung Galaxy S21. All app permissions are allowed. I’m doing nothing different from my previous Galaxy S9 (it always worked there).
