Adding a video in a post is very simple, if you are on desktop.
If you are in Android, it is not so easy, but it is possible to do, switching the page of Connect to Desktop mode.
In Desktop you have an icon for adding videos
clicking on the icon, a popup will appear, asking you the link of the video to include in the post
In Video URL, you have to add the link of a video that is on the web (YouTube in My example)
I will get the link from Youtube, abd I will paste it on the Video URL
Now, pressing on PREVIEW, you will have a preview of the video
Now set the parameters, then “Insert Video”.
The video is here for you. Have a Fun.
Please remember to post only videos produced by you, as indicated in The 5 core values of Connect

I tried adding a video which is in my Google photos account. I made it linkable / viewable to others. But the local guides connect interface might need a small improvement. There are two error messages that should not be needed.
That url is indeed a valid one.
And after trying to do it via the Desktop version on my Google phone I get this error:

Currently, you can’t upload videos from Google Photos. You can either share links as you did or upload your video first on YouTube and then follow the steps that @ErmesT already mentioned.
