I fully agree with @MortenCopenhagen about the several visible violations in your contributions. I suggest you to check the guidelines and to fix all of them before to submit an appeal, and of course to leave the Local Guides program with this account, because this is against the policies.
As Morten said already the page is actually down, It is a know issue and the team is working to fix it.
