I have a suggestion , when you submit a review for a place (let’s say a cafe or a restaurant or somewhere else), the owner may reply to your review. Why can’t we be capable of replying back to the owner especially in case of complaints and problems ? for several comments likewise there in facebook and instagram ? I think it would be better.

When we as a Customer or Local Guide post our review to a place on Google Maps, the respective owner do not have our contact details with them. They do have an option to reply to our posted review. And, hence they may chose to do so.
If we wish to further raise a complaint for the respective place (restaurant, cafe as you have highlighted here,
we do have the option to contact them through their business profile details available on Google Maps. Google Maps is not meant for the complaint or complaint redressal platform.
Google Maps is different from Facebook and Instagram when it comes to the basic philosophy of its operating principles and objective to help users.

@M_Yones , The scope of our reviews in Google Maps is to provide information that can be helpful both for the customers and for the owners. Like @Kumaarsantosh correctly said
In fact this is one of the reason why several reviews are removed
But of course time by time the service in a business can change (hopefully improving) and that’s why we are frequently invited to “update our reviews” to keep them aligned with the actual status of a listing
